Description

The plan is to turn on the listing approval feature on October 25th. This PR adds the admin and jurisdictionAdmin role to the listing approval permission array for all Housing Bay Area jurisdictions. I will also be creating a migration for Doorway

How Can This Be Tested/Reviewed?

It is recommended that you reseed before you pull down this change and then run the migrations. That way it will simulate the real flow.

Reviewer Notes:

Steps to review a PR:

  • Read and understand the issue, and ensure the author has added QA notes

If you have one commit and message, squash. If you need each message to be applied, rebase and merge.
