can not fling to show topPanel when the topPanel is collapsed

scroll to top until the topPanel collapsed, fling down and the top panel can not be shown by the fling action.

向上滚动到顶部，直到头部折叠，此时向下快速滚动（fling），不能把头部展开，这样体验很不好，希望作者可以重写fling事件，使得RecycleView或者ListView等完全展示的时候，把头部也展开。
