[FRONTEND] Filters

Implement Filter by -

• Grades (this will depend on us finalizing our algorithm on to assign grades)
• Permits/ violations
• Based on data available, we can add more filters.. (TBD)
• Whenever a filter is chosen, we need to be able to save state in the URL so that its shareable.

I'm thinking about using riot or react for these views.

Although we ran into this issue at wework where we couldn't server side render the views in the rails app. I could give that another go if we know we need that for the site. But if you're down for a clean, zippy client side react app I can do that as well.

I won't have anything of substance until tomorrow afternoon so I'll come up with some semblance of a branch by tomorrow night.
