Posibility to add different Peeramount per orgs #18

Would be nice if you could set different amount of peers for different organisations.
So that you can set something like

Org1:
peers: 3
Org2:
peers: 2

This might be useful to evaluate some scenarios. However, this tool was not meant to deploy real networks. But it may be a nice feature
