things to do for making a new release

git checkout -b release-N.M
make sure that cedille builds
update doc files:
- update docs/src/version-macro.texi to the correct version
- run make cedille-docs
update BUILD.md to the correct version
update packages/cedille-deb-control:
- change version tag to the correct version
- update description if needed
update packages/mac/Info.plist to the correct version
commit all the changes
go over to the "cedille.github.io" repo and do the release checklist for that repo
tag the release
