Verify secret location re: which namespace #138

api-key secret is currently in both the services namesapce and the workflow namespace
it only needs to be in one of these; invalidate the secret in service namespace and verify if this is or is not working when this happens,
confirm the location so we only use it once.

NOTE: can only be done once benchmark testing for empty-dir is completed in rdpc-dev.
