whenever workflow-relay (index profile) restarts, management needs to be reset cause all communication to the restarted relay service fails
the exact cause is not known, most likely the client has some state from previous instance of workflow-relay which is changed after the restart causing the fail in communication
this has been observed in QA env a few times
when this bug occurs, runs that are started remains stuck in QUEUED state because management doesn't proceed with the run until relay confirms
Expected behaviour
Management shouldn't fail to communicate with relay when the service is up
