Use a github action to vet new internet-draft datatracker bibxml against bib.ietf.orgs bibxml and raise issues if there are differences.

If the draft is for a 01 or greater, check that the bibxml for n-1 still matches.

For new RFCs, check that regenerating RFC(n minus 10 or so) produces the same thing it did at the time that RFC was generated. (Note that (n minus 10 might not be an RFC, so iterate back until you find one).
