Describe the issue

https://bib.ietf.org/search/?query=rfc8996&allow_format_fallback=True&bypass_cache=True is quite slow:

2 database queries against 265188 items took 3.194 and 0.711 sec.

https://bib.ietf.org/public/rfc/bibxml/reference.RFC.8996.xml has timed out a few times for me.

https://bib.ietf.org/get-one/by-docid/?docid=RFC+8996&doctype=IETF&query=rfc8996&query_format=docid_regex&page=1 produced a timeout from the Cloudflare CDN.

This document is special in that it has an extraordinarily large number of "Updates" links. That could be it.

Can confirm that timeouts are seen when accessing the URL https://bib.ietf.org/public/rfc/bibxml/reference.RFC.8996.xml and that xml2rfc errors when it is included as an xi:include:

Error: Unable to resolve external request: "https://bib.ietf.org/public/rfc/bibxml/reference.RFC.8996.xml"
Error: XInclude processing failed: could not load https://bib.ietf.org/public/rfc/bibxml/reference.RFC.8996.xml, and no fallback was found, line 1681
Unable to complete processing draft-ietf-oauth-resource-metadata-13.original.v2v3.xml
