Please describe the new feature or change.
Specifically, the glowing modifier. It uses two base vanilla ingredients required for countless other things, so can't be disabled through recipe modifying mods. I can disable any other modifier I dont want with third party mods, just not the glowballs...

Please describe why you want this feature.
The placed glowballs look super ugly! I can't stand seeing them all over the world, they drive me insane! Especially as they bypass protections from mods such as FTBUtils, they could also be considered a form of griefing.

It seems like most of your concern is with the glowballs themselves, which is from base Tinkers' Construct. What makes the armor version of Glowing more of an issue than the tool version?

The tool version can be disabled by third party mods, however the third party mods don't work with conarm. They didn't seem interested in adding support so I was hoping you would consider it
