Changeling last resort bug

Description

In a recent round, while without any biomass, cuffed, and in critical condition, I wasn't able to use last resort. Instead, the "this will kill you" popup just kept displaying.

I'm not sure which of these conditions caused the bug. Either last resort doesn't work when you're in crit without biomass, or it doesn't work when cuffed. Or maybe both?

Reproduction

See above- be cuffed and in crit without biomass, and try to use last resort.
