generateConfluenceMarkdown lists dependencies with no issues

In the generateConfluenceMarkdown.js file, if all the issues that are found are older than the max issue age, the dependency is still output, but with no issues. We should only output the dependency name if there are also issues that will be output.

We are in the process of re-implementing this functionality in the oss-mariner dependency. So we'll make this fix there, and hopefully the generateConfluenceMarkdown.js file in this project can then be replaced with a call to that new code.
