Output cartogram looks almost identical to input data

I have a dataset of the Canadian federal electoral districts in shapefile format. I ran the cartogram plugin with 5 iterations and the population field. When the output was created, I saved it to a new shapefile. At first, the boundaries looked like they had no changed at all. However, when I zoomed in to an urban area, it looked like this:
