[Feature]: Update this action to use Deployment Stacks (As Defult)

Describe the solution you'd like

Aff the ability to use deplyoment stacks with this action, Prefer the use of stacks as the default behaviour, but due to extensions in bicep, eg Entra ID, then enable a parameter to fall back to non stack deployments.

Note that stacks DO NOT currently have native What-If support, but this can be emulated using the current non-stack deployment logic.
