If I use the new rule editor page, the source control menu just displays "Source Control Messages" and no other options. The workaround is to switch to the old Zen rule editor to do source control operations. Probably an upstream issue in IRIS.

I've seen this periodically, and when it happens refreshing the page seems to fix the issue.
