Describe the bug

Some of the generated links (especially self reported in search) are inconsistent with what we expect (trailing / or not).

The list URL in the request resource is set to "/", but should probably be set to "": https://github.com/inveniosoftware/invenio-requests/blob/master/invenio_requests/resources/requests/config.py#L42
Because the generated search links do not include a trailing "/" before the search arguments start: https://github.com/inveniosoftware/invenio-requests/blob/master/invenio_requests/services/requests/config.py#L70
