Allow file uploads

In some contexts (CERN), requests are used to have a conversation on the preprint that is about to be submitted. Users expressed the need to upload small files, e.g. a physics analysis plot, to their comment.
If we want to this, we need to take account permissions: the files permissions should be the same as the request.
