[Task] Implement Status List 2021

Description

Implement Status List 2021 according to the latest specification before it was superseded by Bitstring Status List v1.0 in a manner that is agnostic regarding the hosting of the Status List credential.

Motivation

Allow numbers of revocations that exceed the capabilities of our current method and follow a well established method. We still want to deliver this superseded method as a scalable solution for VC Data Model 1.1 encoded credentials. For VC Data Model 2.0 credentials we will provide Bitstring Status List v1.0 tracked here.
