1. Anyone with minimum stake issuing at a certain frequency is eligibile.
2. Should probably be implemented within the performance tracker.
3. Add a special payload within a regular block that the validator plugin will issue to be detected as a candidate.
4. Track active candidates by filtering accepted blocks with such special payload.
