Among other things, IREE was moved out of OpenXLA into the Linux Foundation (LF AI & Data): https://lfaidata.foundation/blog/2024/05/23/announcing-iree-a-new-initiative-for-machine-learning-deployment/ Therefore, switching the code of conduct to https://lfprojects.org/policies/code-of-conduct/.

These are less useful to include in the template repo. I think the requirement to have a CONTRIBUTING.md file came from Google's open source policies, so I just put something minimal. At the time I would have preferred to skip this file entirely (see also https://github.com/orgs/community/discussions/22183)

That would be fine for me. The alternative of removing it entirely would be replace it with a template as well, see for example https://github.com/cncf/project-template/blob/main/CONTRIBUTING.md. No strong feelings though if LF doesn't require us to have it (which is doesn't looks like if the CNCF uses a template itself).
