No Hi Hats instrument created on New Layer #260

Creating a new layer nicely randomizes the instrument and sound we hear. However, the hi hat instrument is currently left out so that no new layer created is ever a hi hat layer. New Layer currently only results in Kick, Snare, or Perc. Please include hi hat.
