Insufficient local balance

As I was in the process of manually rebalancing out everything what is on local on a specific channel, so that I can close it without having anything refunded, I got the following response after I did some successful rebalances from X to Y before:

last message: insufficient local balance
amount targeted: 100,000
amount rebalanced: 0

I got an amount of 162689 sats left locally on X and it seems that I can't rebalance out everything.

This error is coming from probes based on bos rebalance api.
