Integrated toolchain support

Current toolchains are manually downloaded and then built automatically by a script. This should be improved so the main Makefile builds them. Also integrate and build LLVM. Perhapd from a third-party directory? This is mostly for testing purposes so this may be heavy handed.

But LLVM may get used to do binary translation, so we will have to investigate if it is worth it.
