add config files for AWS and Azure

We need to test ray cluster launcher for the following platforms:

AWS:
https://docs.ray.io/en/latest/cluster/vms/user-guides/launching-clusters/aws.html

Azure:
https://docs.ray.io/en/latest/cluster/vms/user-guides/launching-clusters/azure.html

(lower priority) GCP:
https://docs.ray.io/en/latest/cluster/vms/user-guides/launching-clusters/gcp.html

When finished testing, add the configuration files to this repo.
