feat: Add support for raising alerts on MS teams #106

We have datadog integrated with our application. Following items are to be addressed here:

Make sure error reporting is enabled and configured - https://www.datadoghq.com/product/error-tracking/
Add support for whenever a new error is raised, it is reported on a MS teams channel
Update the boilerplate setup document (https://docs.google.com/document/d/1aPlKI6t-NsClzFMygNEn2PEXgfpI9KJEb5xERQ_WhW8/edit) and add DataDog and MS teams integration steps in there.
