Scrolling through any playlist on a Windows tablet touchscreen does not work

Expected Behavior

Playlist should be able to scroll down or up with swipe of a finger. Happens in both library mode and now playing mode.

Current Behavior

When trying to scroll, the tracks are rearranged in the playlist.

Steps to Reproduce

Navigate to desired playlist, try scrolling on the tracks with finger.

Possible Solution

Have tracks require a one or two second hold before they can be moved.

Context

I just want to have scrolling working in playlists without using only the scroll bar on the side.
