move from google cloud to IPFS

Our Google Cloud credits are set to expire October 22, 2020, so if we are going to pay I am thinking of moving us to IPFS.

Next step is to try out the http://slate.host API to use IPFS for S3 like features. We would use Slate to host PDFs and images.

We're using heroku for the jellypbc web app and I don't plan for us to move off.
