Security: only allow the maintenence commands from users with the tekninen-mode or role (or higher)

Currently, maintenance commands are restricted to the #bottikomennot channel. In case this channel becomes accidentally exposed, anyone with access to the channel can run commands. We should also check that the user issuing the command has a high enough role (tekninen-mode or higher).
