libzip 1.9.2 was recently added to psp-packages so at least the support to create .Zip archives is available.

7z is also open-source, but it would require porting some code to the PSP first.
RAR is a closed source format so creating those files seem not really possible.

IMHO having one archive format would be enough, if the user wants some additional custom compression they could do it directly on a PC.
