Why hasn't there been an update for 2 years?

Tthere have not been any updates for the Firefox and Chrome versions. Should I expect any updates?

There don't really need to be any updates IMO- most of the open issues are just Feature Requests or niche bugs
I've been using Tabiss on firefox for awhile now and haven't had any problems.

You may consider other "New Tab" extensions. Mostly because of a lack of updates to Tabliss and a lack of features I needed I built my own and continue developing it. Feel free to give it a try.
