Don't completely disconnect node when fetching blocks #159

Currently Block.find_missing disconnects all peers in order to disover new ones to fetch a block from. We need to make this less aggresive.

After that it can stop using the mirror and be moved from rollback_checks_repeat! to heavy_checks_repeat!.
