Move Development Strategy

The Development Strategy document (Manual/development-strategy/index.md) is at the start of the Contents and is very long. It is not the sort of content that makes good or necessary reading before anything else. Seems like more of a reference item to me.

I think it would be better placed in the About folder.

The development strategy is an essential document for developers so they can plan there own development, but I'm on your side that this page is really long and should be split into multiple pages.

The essential parts (like release cycle and b/c policy and some other parts) could be also shown on the "introduction" page in a simplified form. And the Strategy it self could be split up to be easier read.
