I am trying to setup Tally from a BMD ATEM 2M/E Production Studio 4K. Using the TSL 5 UDP. Here is what I am running up against. Tally will only follow the Last device I setup and all cameras previously setup light up on tally when the last input is selected.
eg. I have 6 ptz cameras on input 4-9.
I setup tally on input 4 and the camera responds correctly. I setup input on 5 and camera 4 now lights up when 5 is selected. I setup on input on 6 and camera 5 and 6 now light up when input 6 isa selected.
Each camera has a unique IP in the same VLAN and a uniqe TSL address, 1-6. TALLY Abriter device setup has it's own unique IP and TSL address to match its corresponding camera. In actions, there are two actions. 1 for tally on and one for tally off that point to their respective IP addresses. TSL Address Index number is left blank and DLE/STX Sequence is set to off.
Am I missing something insanely stupid here?

Yes, essentially you are getting some odd conditions here because of how Device Actions send out information. It's sending a "Not on PGM Tally" without a "In Preview Tally" message, and then perhaps later a "In PVW Tally" message is received, or not received, or they arrive out of order. This is why I developed the "TSL Clients" section of Tally Arbiter which is capable of sending tally states representing the device as a whole, not just when a device is brought in or out of a particular bus, by sending the tally states constantly over TSL.
However, the TSL Clients section does not support TSL 5.0, and definitely not the weird TSL 5.0 that Panasonic uses...
