The gh_id of a repository is unique irrespective of any changes in owner or repo name. Currently, we don't have any uniqueness constraints on the gh_id resulting in duplicate entries for the same repository.

Github assigns unique id(Repository#gh_id) to every repository.
1) Removed the duplicate repositories while maintaining the first as per creation date.
2) Migrated the associations to the original repository.
