Update component documentation template

The component documentation template needs updating as we are no longer using the Word doc template. Goal is to update the language and add more notes and guidance so it's as easy as possible for a writer to create documentation that adheres to standards.

2. Update Readme so it covers the content guidance and examples to the reader how to build documentation
3. Update Examples so it guides the user correctly
4. Update Index
5. Update Usage
6. Update Accessibility

This is ready for merge. Would like to ensure we're all on board with sharing the style guide in this way.

Goal is:

• Easier for other groups to contribute as they know our style
• Easier for everyone to find the style guide
• Contributes to developing in the open
