Create Business Pattern template and docs

Salt has been working with Navigator to test and evolve a process and documentation for Business Libraries to create their own patterns.

Completing this issue will:

1. Add a Business Pattern template to the Salt DS Spec Utilities library
2. Create process documentation for defining Business Patterns (ready for dev)

Documentation will live on the internal site, and will explain:

• How to use the template
• How pattern documentation can be created quickly to support business intent (and steps to do so)–Shey has captured some guidance
• How to link the template to the BPI for a consistent publication and consumption experience

Once published, Securities Services will test the process and format. Salt will co-ordinate with SecsServ in the new year, once template and docs are published.
