Create new Salt DS Skeleton/Lo-fi library

Recreate Salt skeleton library using the Salt DS new assets. Although an internal library, this is part of a contribution with Navigator design system team in order to consistently create low-fi layouts using new Salt DS assets. Expected steps below:

• Define color organization in this library using colors from Salt JPM colors or Theme (TBD)
• Rebuild components using new variables
• Testing and QA
• Publish library for Salt team only
• Share with the Navigator team for further contribution
