Pawns that refuse to work (usually from quests) will still perform Learn tasks. Vanilla tasks available to such pawns are solely Patient and Bed Rest.

It's presently a nice way to get free technology...

Hmmmm... Can you point me to what quest comes wiht those kinds of pawns?

My first examples were expendable mercenaries sent along with a quest titled "An Aristocrat with Enemies" description text includes "troubling political situation and wants to hide" but it's definitely a range of quests rather than one in particular. Most often the principal pawn (the one hiding, that you are protecting) is supposed to be work-disabled, but sometimes the mercenaries are work-disabled as well. Not always, on this save I currently have two sets (two quests) of mercenaries, and the second quest's mercenaries are not work-disabled. All of the above may Learn.

Most of this is likely Royalty DLC, as the Empire is the primary source of these types of hosting quests. I don't know if it's the only non-modded faction that can give these quests, though.
