How to reproduce:

/tmp/123$ npm install jquery-mousewheel  
/tmp/123

./node_modules/jquery-mousewheel:  
.                    ChangeLog.md         README.md            package.json

I have the exact same problem the only files included are:
ChangeLog.md jquery.mousewheel.js LICENSE.txt package.json README.md

It downloaded v3.1.13
