How to send version from the root package?

Hi! I would love to keep the following logic

• Versions are maintained centrally as versions of a root package
• Developer decides which patch level to apply to a root package
• nx plugin should determine whether package is affected or not
• if package is affected - it should get the same version as a root package
• affected packages are packages with present changes or packages, dependent on changed
• tags are maintained centrally also and it's managed by npm
• each package uses it's previous version tag as a base

Therefore we can have a following picture.
If for the project like this

• root 0.0.1
• package a 0.0.1
• package b 0.0.1
• package c 0.0.1
• package d 0.0.1

we run npm version patch and only package C was changed, but a calls b and b calls c. In this case I would love to have such a result:

• root 0.0.2
• package a 0.0.2
• package b 0.0.2
• package c 0.0.2
• package d 0.0.1

By implementing this logic I would love to reach following goals:

• we minify number of tags only to those which belong to root
• by each tag we can easily see which packages have been affected
• we can easily resolve any package into a tag just by v* rule

Do you think is feasible to reach such a concept with this plugin?
