use case: Bourns 3296W trimmers where the adjust screw is not at the origin in typical Eagle part designs

3296W datasheet: https://au.mouser.com/datasheet/2/54/3296-776415.pdf

suggest attribute names PANEL_DRILL_OFFSET_X and PANEL_DRILL_OFFSET_Y to keep it similar to header offsets

offset will need to observe component rotation
