I wanted to add a reply to issue #4630 but it's closed.. So here it is:
"A connection to the notebook server could not be established. The notebook will continue trying to reconnect. Check your network connection or notebook server configuration." can also appear when there is an active inbound TeamViewer connection to the PC running jupyter-notebook.
As soon as the connection is closed - the notebook starts working normally.
