Prom code "splash" screen always redirects back to login page #765

Description

With no cookies set goto the startpage of the app. The promo code "flashes" and then redirects to the login page, therefore making it impossible to read anything on the promo screen.

I think this is the same underlying issue as for #748. This issue affects all public pages, that includes the create account pages.
