Expectations:
6.1) As a user, I want the QGIS project to have a new group where data I import from external sources is added.

Acceptance Criteria: 6.1) The QGIS project has a group called Project Instances where any shp files added through the import external data workflow are added (fig 5).  6.2) For consistency update the current Proposed Site boundaries group to Drawn Areas of Interest (fig 5).
