According to the documentation:

Compile targets are deprecated in Keyman 17.0, and will be not be supported for keyboards that target Keyman 18.0 or later.

Moving this to 19.0, because we do not have any file format changes in v18.0 now (no VERSION_180 in kmx_file.h)
