The current suspicion is that the user made a mistake when exporting the drill files, and only had the PTH (plated through-hole) drill file, not also the NPTH (non-plated through-hole) drill file.

I have asked pcbway to review the gerber files I created as per their instructions, and will keep this issue open until reviewed gerbers are available for pcbway.
