Reason for button/link inconsistency between modal and non-modal notice?

I noticed that the learn-more/info link is always a button when the notice is shown as a modal:

I couldn't find the related issue about this decision and the reasoning, since it is a normal link in the non-modal notice and was wondering why this is the way it is.
