Dependencies broken with python 3.13

psycopg2 can be updated to 2.9.10 to fixed the first issue encountered when running and install.

I did not see an update for imgui[sdl2], however.

On Fedora 41 python 3.13 is the system python version, however one can install dnf -y install python3.12, use it to create the virtual env with python3.12 -m venv env, and then proceed normally. As long as the environment is sourced python will be python3.12 .
