Slik at vi kan generere kode og vise til i dokumentasjon

Det bør være egne artifacts for kodelistene, altså nuget og maven pakker.
I xsd skjema som metadatakatalog.xsd henviser vi videre til kodeliste xsd for å finne standard kodeliste som er aktuell
