Decide the feasibility of running a neural net on the Odroid

This test will determine if we should use a neural net for competition or use some form of off board technique or not use any NN.

This should also test to see if we need to use two Odroids on the craft.

At the bare minimum, the test is required to be able to run forward at a 1 frame per second speed on the Odroid with one ROS node sending coordinate data to be considered successful.
